PREFACE:
As a generic, the purpose of the essay is to give insight about Macron’s environmental perspective vision and action. Investigating answers of the following question; If Macron's policies compliant with his commitments and his manifesto “Make our Planet Great Again?"
This study is further conceptualized in terms of the following two questions.
“What is the motive of dispute between Trump and himself in terms of Paris Accord?”
“How he coordinates his statements and efforts with European Leaders in terms of Paris Accord”
Besides, the study will be focused on efforts and commitments of Macron ’in terms of Clean Tech, Climate Change in order to understand how he is marching toward his goals and commitments. For instance, during the election campaign, his Green commitments concerning the public investment was - 15 billion on energy to reach environmental targets entails: exodus within 5 years from coal-based energy production, shift towards alternative, renewable energy sources, and rise in carbon tax.

Macron’s Nuclear Perspective
On 3rd May 2017, according to Reuter French presidential candidate Emmanuel Macron may delay plans to reduce the share of nuclear power in the French power mix and was considering a UK-style subsidy mechanism to build new nuclear reactors, a source close to the Macron campaign team said. An official spokesman for Macron said the candidate would stick to the policy outlined in his campaign platform, which specified he would respect the outgoing socialist government's target to decrease the share of nuclear in French power production to 50 percent by 2025 from about 75 percent now. Relaxing the deadline for reducing the country's reliance on nuclear power would be highly beneficial for state-owned EDF (EDF.PA), already struggling with high debt, which otherwise could be forced to close more than a dozen of its 58 reactors. A new subsidy mechanism for new nuclear plants would also allow the utility to build reactors at home in the coming decades, and could become an issue in an election campaign where energy has been overshadowed by globalization and immigration. He said the 2025 date was "not cast in stone" and Macron would be "pragmatic" about how and when France would cut the share of atomic energy. But the source said it was essential for the country to reduce its reliance on one single energy source for reasons of security of supply. According to CNBC news based on Reuters, France's new energy minister Nicolas Hulot, a well-known environmentalist, will have to apply President Emmanuel Macron's policy on nuclear energy, the government said on May 18th 2017 Thursday after its first cabinet meeting. "A minister doesn't set conditions for a president or a prime minister," government spokesman Christophe Castaner told reporters, adding that Hulot will have to stick to Macron's programme. Shares in utility EDF fell after Hulot's appointment on Wednesday over fears the former TV presenter would seek to speed up a reduction in nuclear energy production in France's power mix, currently around 75 percent reported by Michel Rose.
On 5th July 2017, President Emmanuel Macron has spent several hours underwater aboard a nuclear submarine to signal commitment to France's nuclear deterrent.
During the visit to the submarine, "Le Terrible", off the Brittany coast, Mr Macron reportedly took part in a simulated missile launch. France will be the sole EU nation with nuclear arms after 2019, when the UK is expected to leave the 28-member bloc.
According to BBC, Macron stressed the importance of France's nuclear deterrent, describing it as the "keystone of security”. The reported missile launch simulation was part of the president's day-long visit to nuclear weapons facilities at the Ile Longue base, near Brest. It is home to the country's four nuclear-powered, ballistic missile-carrying submarines. France maintains a fleet of nuclear-armed submarines and strike planes, and has about 300 operational nuclear warheads. Support for the deterrent is deeply rooted in French society and history, ever since it became a nuclear power in the 1960s, correspondents say.

Five-year-plan to encourage clean energy and fulfil the France’s commitments under the Paris Agreement.
On the basis of Chloe Farand ‘s breaking news on 6th July 2017 Independent, [ii]with the headline “France will 'ban all petrol and diesel vehicles by 2040' Environment minister reveals five-year-plan to encourage clean energy and fulfil country's commitments under Paris Agreement which ban all petrol and diesel vehicles by 2040, the country's new environment minister has announced. Nicolas Hulot made the announcement as he unveiled a series of measures as part of French President Emmanuel Macron's plan to make France a carbon neutral country by 2050. He recognized that the target would put pressure on France's car manufacturers but he said they had projects which "can fulfil that promise". As part of the plan, poorer households will receive a premium so they can swap their polluting vehicles for cleaner ones. Speaking at a press conference, he told reporters France would stop using coal to produce electricity by 2022 and up to €4bn of investments are expected to fight against the insecurity of the energy supply.
The announcements are part of a five-year-plan to encourage clean energy and fulfil the country's commitments under the Paris Agreement. Mr Hulot said the government wanted to maintain the country's "leadership" in climate policy. More follows …

Meanwhile, the two presidents have since spoken by phone about offering a common response to the use of chemical weapons in Syria as well as joint work on counter-terrorism on the same day .

"I do know how your new president has decided to jeopardize your budget, your initiatives, as he is extremely skeptical about climate change," Macron said. "I have no doubt regarding climate change and how committed we have to be regarding this issue."
He continued to assure French and European researchers that, should he become president, France will "reinforce its investments" and make good on the Paris climate agreement. "And second, a message for you guys," he continued. "Please come to France. You are welcome. … We like innovation. We want innovative people." "I can see how it would be appealing for scientists to spend more time doing research and less time dealing with harassment," Halpern says. "But it’s less likely that other countries are going to make sure that U.S. states and cities have the right data to respond to drought and sea level rise, so I’d prefer that the U.S. continue to be a welcoming place for all scientists."
And some U.S. scientists might not find the French research climate so enticing. France's overall spending on R&D is currently at 2.23% of gross domestic product, whereas the United States is at 2.79%, according to the Organization [v]for Economic Co-operation and Development (OECD). French researchers have often taken to the streets during the past decade to protest budget reductions, and there are complaints about an abundance of bureaucracy in French research organizations. Macron has made the environment a leading issue in his campaign, but has said relatively little about science policy until that time
Macron’s Clean Energy and Green Cabinet

Shift towards more renewables in the French energy mix
On 21st May, France’s new President Emmanuel Macron appointed his cabinet – to great acclaim. The direction of the country’s energy transition remains unclear; however Craig Morris investigates and secretly hopes for a Sixth Republic based on Energy transition by C. Morris on 22nd May 2017, Macron, the outsider, has put together a group of ministers that reflect his wish to be inclusive. There is something for everyone: new faces and old, left and right, politically established and newcomers. One main concern after his election was whether he would be able to bring together support from the political apparatus as an outsider. His cabinet is an obvious attempt to form an umbrella government across party lines. Judging from the initial media reactions, his choices have at least met with admiration. The appointment that has drawn the most attention seems to be the new Minister of Ecology and Solidarity – the new name for the old Ministry of Energy and the Environment headed by Segolene Royal. The new focus indicates that social issues will be a priority when decisions about the energy transition are made.

He made the pledge at a meeting at Sorbonne University where politicians, legal experts and activists presented him with draft proposals for such a pact. Macron has been pushing to maintain momentum generated by a global agreement to combat climate change reached in Paris Accord in 2015 (Under the Paris accord, countries committed to reducing emissions of greenhouse gases generated by burning fossil fuels that are blamed by scientists for warming the planet), after President Donald Trump pulled the United States out, drawing condemnation from other leaders. He said he will submit a document to the UN in September and has welcomed the initial proposals from scientists, experts, lawyers and activists. Such submission means the pact should eventually be put to the United Nations for adoption and imposes legally-binding obligations on signatory states, its drafters - comprising legal experts from several countries. In conclusion, so far Macron performed consistent with his “Make our Planet Great Again “rhetoric and the policies pursued seems reliable in this connotation. Additionally, the five-year-plan to encourage clean energy and fulfil country's commitments under Paris Agreement which ban all petrol and diesel vehicles by 2040, seems compliant with his commitments.
